River Park Estate Developers Sue Police, EFCC Over Alleged Harassment, Demand N200m Damages

The developers of River Park Estate in Abuja, Jonah Capital Nigeria Limited, and its Ghanaian promoters have filed a lawsuit against the Nigeria Police Force and the Economic and Financial Crimes Commission (EFCC) over alleged harassment and violation of their fundamental rights.

In the suit marked FHC/ABJ/CS/1130/2025, filed before a Federal High Court in Abuja, the plaintiffs — Sir Samuel Jonah, Kojo Mensah, Victor Quainoo, and their legal representative, Abu Arome — are seeking N200 million in exemplary damages. They also want a perpetual injunction restraining the police and EFCC from further harassment.

The dispute stems from multiple petitions challenging the ownership of River Park Estate, prompting Inspector-General of Police, Kayode Egbetokun, to establish a Special Investigation Panel (SIP) to probe the allegations.

The investors said the panel submitted its findings to the IGP, who directed the Commissioner of Police (Legal) to review the report for possible criminal infractions. However, they allege the report has not been made available to them despite repeated requests.

Instead, they claim a new investigation was launched by the Head of the IGP Monitoring Unit, whom they accuse of trying to alter the SIP’s conclusions. The plaintiffs further alleged ongoing intimidation through repeated police summons and claimed that EFCC officers at the FCT Zonal Command arrested and detained Kojo Mensah, CEO of Jonah Capital, for several days without justification.

They argue that the issues being investigated are already covered by binding agreements dating back to 2012 and describe the actions of the agencies as “oppressive and unlawful.”

The plaintiffs are urging the court to compel the release of the SIP report and award N200 million in damages for what they described as continuous abuse of power and infringement on their rights.
